Italy is rapidly gaining a reputation as a tax haven, attracting affluent individuals with its favourable tax policies and enticing investment opportunities, particularly in the luxury real estate market. At the heart of this transformation lies Milan, which has become a hub for wealthy newcomers seeking to benefit from Italy’s unique tax advantages.

But why are individuals relocating to Milan in 2023 from traditional tax havens such as Antigua, the Bahamas, Barbados, Panama, and Cyprus? Surprisingly, even countries long regarded as prime destinations for high-net-worth individuals have seen an exodus to Italy. The numbers are striking: 30 individuals left Panama, while 69 departed Cyprus, marking the highest records ever. Additionally, Milan has welcomed a surge of new residents from Belgium (395), Canada (281), France (4,862), the Netherlands (567), Spain (3,121), the United States (1,627—the highest since 2003), and the United Kingdom (2,130).

The Flat Tax Advantage

A key factor driving this influx is Italy’s flat tax system for income earned abroad. Under this regime, wealthy individuals pay a fixed tax rate on all foreign-earned income, regardless of the amount. Until recently, the flat tax was set at €100,000 annually, but it has now increased to €200,000. For the ultra-wealthy, this effectively amounts to a tax-free environment on multimillion-euro incomes.

Furthermore, purchasing property in Italy extends this “paradise tax” benefit for 5 to 10 years. This has spurred a surge of activity in the luxury real estate markets of Milan, Florence, and Rome, with wealthy migrants channelling significant capital into high-end properties.

A Lucrative Mechanism

The financial benefits of relocating to Italy are clear. For example, an individual earning €10 million in a high-tax European country could save between €4 million and €5 million annually by moving their residence to Italy. This appeal has made the country a top destination for millionaires seeking tax efficiency and lifestyle improvement.

In 2023, approximately 128,000 millionaires changed their tax residence globally. Italy ranked sixth worldwide and first in Europe, attracting 2,200 ultra-wealthy individuals—many of whom settled in Milan, followed by Portofino. This influx represents a significant capital injection into Italian cities and a notable social transformation.

Elective Residence Visa: A Gateway to Italy

For non-EU nationals, Italy’s Elective Residence Visa provides an attractive pathway to residency. This visa is particularly popular among financially independent individuals seeking a higher quality of life. It allows them to reside in Italy without requiring local employment, provided they can demonstrate sufficient financial resources to sustain themselves.

Italy’s blend of tax incentives, cultural richness, and investment opportunities has made it an attractive haven for the world’s wealthy. With policies designed to welcome high-net-worth individuals, the country is poised to continue its rise as a top destination for those seeking both financial and lifestyle advantages.

Milan, Florence, and Rome are already experiencing the benefits of this shift, not just in economic terms but also in their evolving social landscapes. As more affluent individuals make Italy their home, the country’s role as a global tax haven is only set to strengthen.
